A landlord has been fined £27,000 for seven regulatory breaches after illegally managing houses in multiple occupation. Marco Caruso pleaded guilty to breaches that included operating without a licence and fire and safety breaches. The district judge found he had deliberately turned a blind eye to the situation and had been uncooperative with the council. 2 January 2020
