The Energy Performance of Buildings Directive requires the introduction by member states of mandatory energy efficiency standards in both domestic and commercial, new and existing, buildings and for provision to be made for energy performance certification of buildings.

An Energy Performance Certificate (EPC) will be required on the construction, sale or letting of a building – that building must have a roof and walls and internal heating/air-conditioning. This new requirement will apply to the whole of a building, or to part(s) designed or altered for separate use, and the EPC will relate to the energy performance of the space to be let or sold.

An EPC is just that – a certificate; there is a requirement to obtain the certificate, but no compulsion to comply with the recommendations issued with the certificate. There is a modest cost associated with obtaining EPCs (and penalties if you do not obtain one) but having an EPC does not make the building any more energ...
